On Friday 15th November, 2024, the Management and Staff of the Customs and Excise Department hosted a “Celebratory Send-Off” for four (4) outstanding Officers. Two officers proceeded on early retirement, one proceeded on pre-retirement leave and one left the department on appointment on transfer.
Each officer has truly left an indelible mark on the Department and they will be greatly missed as we wish them all a fulfilling new chapter in their lives.
Mr. Dave Crosby
Mr. Dave Crosby began his service with the Government of St. Vincent and the Grenadines thirty-seven (37) years ago at the Customs and Excise Department on Tuesday, May 5th, 1987. Mr. Crosby or “Bing”, as he is affectionately known amongst his colleagues has been described as a professional at getting the work done and knowledgeable especially about the Customs Laws and procedures.

Ms. Cyrillene Williams
On 7th July, 1988, the Customs and Excise welcomed Ms. Cyrillene Williams as a Temporary Clerk to the department. This marked the beginning of her thirty-five (35) year tenure with the Government of St. Vincent and the Grenadines. Ms. Williams had an impeccable punctuality and attendance record and her deportment was laudable.
She possesses noble qualities of neatness and office etiquette. She worked in various units throughout the Department, including the ET Joshua Airport, Campden Park, Transit Shed, and Documentary Checking Unit where she was considered an expert. On September 1st 2008, she was promoted to Assistant Supervisor specializing in Tariff Classification and Entry Checking.
Ms. Williams retires as the Assistant Supervisor of the Internal Audit unit.
Mr. Eddie De Freitas
Mr. Eddie De Freitas spent four years at the Treasury Department before being transferred to the Customs and Excise Department where he spent twenty-seven (27) years.
Mr. De Freitas exuded an aura of distinction in every area in which he was placed. He can be described as a professional who is loyal to duty. He carried himself in an upscale manner. He is approachable and confidential, knowledgeable and enjoys imparting knowledge to others. He interacted well with individuals of all ranks within the department He is loved by many and others wanted to emulate his stalwart and incredible performance.
Mr. De Freitas leaves as Supervisor of the Grenadines, on appointment on transfer to the Ministry of Urban Development, Energy, Airports, Seaport, Grenadines Affairs and Local Government.
Mrs.Velma Spring-Peters
Mrs. Velma Spring- Peters spent her twenty-five (25) year career with the Government of St. Vincent and the Grenadines at the Customs and Excise Department. Mrs. Peters worked tirelessly to secure the Government’s revenue, the Customs facility and facilitate international trade and travel throughout the years.
Velma remained persistent in her dedication to the Department and genuinely embodied our principles of honesty, integrity, and collaboration. When asked about Mrs. Spring- Peters, family oriented, enjoys taking care of others, selfless, caring and a shoulder to lean on in times of need were just a few descriptions shared. She leaves the Customs and Excise Department as a Senior Customs Guard stationed at AIA CARGO Terminal.
