The Secretariat of the Caribbean Customs Law Enforcement Council (CCLEC) facilitated the first-ever online Junior Officer Basic Course (JOB). This course was held from September 11th – November 6th, 2023. The training was done utilizing the CCLEC E-Learning platform, and it was the first attempt to administer the JOB simultaneously across several member administrations.
This course was designed to deliver Customs training to eligible Officers in all critical areas of Customs operations, procedures, legislation and standards. The course aimed to standardize training throughout the region to reflect standard practices, standardize procedures, and ensure uniform conduct for customs.
This JOB course was administered to 71 participants from Antigua, Montserrat, St. Lucia, Anguilla, Dominica, Jamaica and Saint Vincent and the Grenadines. Besides student participation, Saint Vincent and the Grenadines also had representation in the course with a lecturer; Ms Dalana Horne, Senior Legal Officer II, functioned as a CCLEC lecturer, conducting online training in Customs Legislation to all participants on the platform.
The final Examination for the CCLEC Regional Online Junior Officer Basic Course was set in January of 2024. The Vincentian Officers performed outstandingly well. Saint Vincent and the Grenadines registered the highest class average of 70%. Our officers secured five spots within the first ten places across the region and captured the top two positions with distinctions. Congratulations to Gracelyn Graig, who placed first and Denron Browne in second place. The other officers in the top 10 positions were Sawandi Ralph, in 5th place, and Tammy Cumberbatch and Patsy Richards, who both achieved the same grade in the 7th position overall.
